Public budgeting’s purpose is directly opposed to ethical decision making, for the players participate precisely in order to escape responsibility. Moreover, the very purpose denies the principle of reciprocity in human relations, outcomes devalue fundamental ethical principles, and the process depends on the rewards deceit. As a result, contemporary budgeting denotes an ethical deficit. The article concludes with an invitation to readers to respond with comments.
