This paper offers a planning model for the design of rural road networks for a country such as India. The problem is to provide all-weather roads for the many villages which do not have roads, thus providing them with connection to the surrounding main roads, and to achieve this at the least cost. The data requirements for the model have been restricted to those which are readily available, and the basic aim is to provide a network which connects all villages whilst minimising the sum of the construction cost and the total costs.
