This paper describes a procedure for calculating the signal plan for an isolated unsaturated or oversaturated fixed-time controlled intersection so as to minimize one of the following criteria: linear combination of delay and the number of stops, total delay, total number of stops, total cost of losses, total fuel consumption, total person delay and sum of the squares of the queue length, subject to certain constraints. It is shown that because of the nonlinearity of some of the constraints it is more suitable to transport the problem into a problem without constraints. The problem of selecting one among the optimal signal plans is solved by performing multicriteria outranking of the plans and then accepting the one ranking first in the list as the best signal plan. The PROMETHEE II method is used for multicriteria ranking.
