A large scale software is divided into some modules and is developed by some outside software companies. A development manager must quantitatively grasp reliability of the software developed by them. The manager is required to develop the modules within an available budget. In this paper the problem is formulated so as to develop the most reliable software within a given cost for tests. A method for supporting decision making is proposed to manage outside orders in the case of software development. The budget is discretely distributed to the outside companies. The problem is solved as a nonlinear knapsack problem. [In Japanese.]
