The major impediment to expert systems development for quasi-judicial and administrative environments is the task of defining and organizing the knowledge base where bureaucracies are not narrowly defined but interpreted. Here a feasibility study and an early system prototype are presented to aid in expert system development. It is shown how a greater reliance on expert system feasibility studies and rapid prototyping can help clarify the use of expert system software instead of depending on the enthusiasm and persistence of an in-house expert system champion.
