Based on a national survey of local governments, this article presents findings showing the wide use of strategic planning, particularly by large jurisdictions, special districts, and local governments that use a CEO to perform the executive function. Jurisdictions having a budget office and using more sophisticated budget preparation tools also make more use of strategic planning. Overall, however, strategic planning and budgeting appear poorly integrated.
