Updating the approach to Administrative Behavior as intent and content

This introduction to the following reprinted evaluation of Administrative Behavior seeks to add two sources to that evaluative argument-Simon’s augmentations from a third edition, and the debate in the Public Administration Review involving Simon and Argyris. Seven selected emphases variously complement or add to the reprinted evaluation, but in no case do they require substantial modifications of that evaluation.
