Abstract:

This paper advocates the use of the systematic project management approach for systems design and benefit/cost appraisal of a project. It goes on to analyse project objectives, methods within the project cycle as applied to both product and system development projects, and systems themselves as the most important basis for project management. Indeed, the hierarchical structure of the physical system can be used as a basis for benefit and cost planning and control. Finally, the concept of organizational decision making is discussed and the need for mastering changes in practice is stressed.
