This paper describes a generalised model for estimating optimal workforce requirement in a multi-echelon planned maintenance system through nonlinear integer programming formulation. The model incorporates (a) occasional non-availability of equipment and (b) expected level of job spillovers. A heuristic dichotomous search is applied for arriving at a near optimal solution.
