This is the first paper which analyzes the efficiency of the organizations which operate the Agricultural Insurance Scheme on behalf of the Central Government in Japan and receive a large amount of grant for office expenses from the Government. This analysis uses Data Envelopment Analysis. Input factors are composed of the Gross Agricultural Output, the grant, and the number of the staff in the organizations, and output factors are composed of the amount of insurance and the degree of the integration of the organizations, in every prefecture. The result says that, as to efficiency, there is a considerable difference between prefectures, and in the input factors, the grant, as a policy parameter, has no effect on the output factors.
