Abstract:

The paper presents a method where the cost of a social decision or project can be distributed among the members of society for payment. The method is fuzzy-decision-theoretic that allows social consensus and expert judgment to be incorporated in the design of optimal cost-payment distribution. The method is suggested to be applicable to the designing of optimal tax distribution. The paper concludes with a summary of the logical steps for the cost payment distribution construct.
