Abstract:

This paper proposes a computer model of organizational choices based on the garbage can model. The authors postulate that an organization may be mapped into a three dimensional organizational state-space consisting of, (i) the importance of problems faced by the organization, (ii) the effectiveness of the implemented solutions, and (iii) the energy levels of organizational members. By assigning goodness measures to individual states, and generating a set of choices a decision-maker has in each state, the proposed model identifies choice-policies which would be most beneficial to the organization in the long run. The model has been implemented in Pascal and is currently operational on IBM mainframe.
