The aim of this study is to identify the most successful operational strategies in attracting customers to deal with particular service provider in Jordan during the period 2000 to 2011. The study passed through different stages; first 1,700 customers were surveyed to identify the order winners' operational competitive criteria, then the service providers' historical web‐sites were revised to identify the competency indices of the significant operational criteria, then, the actions made to realise the significant order winners' operational criteria were identified by revising the published news, finally, indicative models of the order winners' operational criteria were developed by using simple mathematical techniques. The significant order winners' criteria adopted by service providers during the period 2000 to 2011 were; service rate, network accessibility, network coverage, and new offers. The successful strategies of early and late movers of mobile service providers in developing economies are first reported in this study.
