The Chinese government needs to strengthen the Electricity Regulation. Electrical Security Risk Assessment System is used as a method for the power system regulators to assess system risk. Assessment results reflect weaknesses existing in the structure, technology, equipment of the power system. It is necessary to form an Electricity Regulatory System and to execute an action plan based on assessment results.
