The essential distinction between environmental planning and other forms of corporate, social and economic planning is that the decision making and analysis is largely secretive, and is carried out by elite groups on behalf of the lumpen proletariat. These elite groups often find it difficult to talk to each other and are largely divorced from the general public in attitude, background and social status. The paper discusses the inevitable ethical and moral dilemmas which result.
