In this article, a time line approach is used to outline the history of the public budget. The article presents both English and American developments from the first issuance of the Magna Carta in 1215 to the passing of the Balanced Budget and Emergency Deficit Reduction Act (Gram-Rudman-Hollings) by Congress in 1985.
