This paper uses three distinct factory-specific data sets-an American mail survey, an international mail survey, and data-gathering from a series of American plant visits-to identify statistically which of many factory policies and characteristics differentiate the top performers from others. The results are hearteningly consistent across data sets and strongly support the elements of just-in-time manufacturing as labor productivity-enhancing.
