Hard problems in a soft world

Systems engineering or systems analysis in R&D emphasizes the planning and design, rather than the operation, of new systems, and is now regarded as indistinguishable in practice from operational research. Both originated with the application of ‘classical’ or ‘hard’ techniques derived from traditional scientific, mathematical and engineering disciplines to management problems. The background to the development of the techniques is considered and the applications in defence procurement are highlighted.
