Over the last few years, all of the US military services (with the exception of the Marines) have been struggling to meet recruiting quotas. The Army in particular has seen a significant increase in their yearly quotas without a corresponding increase in personnel authorizations at the recruiting stations. This paper starts with basic problem definition and details the steps involved in conducting a simulation study designed to provide Headquarters US Army Recruiting Command with a model to examine the effects of various policy decisions on recruiting station output. Selected as best presentation in the Manpower and Personnel Working Group at MORS 1998 and nominated for the Barchi Prize.
