We construct a family of hazard rates generated by mixtures of exponential distributions with possibly negative weights. First, we derive necessary and sufficient (non-uniform) conditions for monotone or non-monotone hazard rates. Next, we derive simple (uniform) and useful necessary conditions based on some particular test functions. A set of examples, including a bathtub hazard rate, demonstrates that our family is surprisingly large.
