The author's experience tells him three things: that close integration of thinking between representatives of the client-group and the analysis group is essential to an orderly movement towards action to resolve a problem; that selection of the modelling process should be based on an inquiry similar to that of the OR process (a recursive concept); and that the most difficult OR task is to ensure that the problem studied reflects the considered opinion of those who are ultimately responsible for action. It is the last of these with which he is primarily concerned.
