The best mix of power plants means optimum combination rate for facility capacity of thermal power generation, hydroelectric and atomic power generation, etc. A lot of electric power companies incorporate the idea of best mix in the plan of facilities in order to construct flexible and strength service system. It will not be influenced by future trend of its demand and changes in the state of fuel. It was difficult to analyze quantitatively the best mix problem until now. Then, it had been qualitatively examined from economical point of view and from standpoint of stabilized supply with generation resources. In this paper, first we investigate subjectively, but quantitatively best mix problem at the position of electric power company by using AHP. The, general consumer's views for best mix are different from electric power company's views. Then it is necessary for electric power company to promote them understanding it. So, we examine the weight of importance of promotion activities by backward process in AHP and define the effect of its activities for understanding by forward process in it.
