This paper reviews the traffic congestion and air pollution problems in Xiamen, analyses policies adopted by the Xiamen municipal government to improve the transportation conditions and air quality, presents a methodological framework for integrated transportation planning in Xiamen, and recommends additional policies to improve Xiamen's transportation and environment. The paper's objective is to provide the Xiamen municipal government with planning information and provide a case study for other city planning institutions. This paper concludes that future transportation in Xiamen should integrate various sectors in a zone, develop public mass transportation – which will reduce both traffic congestion and inner city air pollution – and build more parking spaces.
