This paper considers the role of project management in R&D in the context of ‘the art of estimating’ development project activities. The many available techniques for estimating in development projects are considered in some detail, alongside some of the important practical considerations and problems. A picture is presented of how to proceed with sensible yet reasonably accurate estimations throughout the life of a project.
