The initial stages of setting up a project are analysed and the comprehensive structuring of issues addressed. Two current major projects-the Channel Tunnel and the NASA Space Station-are considered which have demonstrated difficulties in initiation and are used to demonstrate the Horwitch and Morris-Hough models of project success criteria. It is argued that project mangement should be brought more strongly back into the initiation stage of projects.
