Abstract:

The transmission perspective on information which has dominated information systems (IS) development is only one way of perceiving information. Many of the issues of information systems development of recent years may be better understood if other, alternative, perspectives are encouraged. This paper attempts to synthesise the arguments for an alternative perspective which may be particularly useful for setting information system design attitudes. The paper concludes that a perceiver-concerns perspective can be beneficial in defining information since a concerned perceiver has to be present for information to exist, and the paper considers the implications of this for IS.
