Abstract:

This paper aims to flesh out a theoretical framework for multiple level analysis. It does this by means of an interpretative case study, which provides a careful in-depth description of the history, contents, contexts and processes in government information technology (IT) policy formation and organization computerisation activities. Analyses are conducted at the macro- and micro-levels, and then combined at a mixed level. The outcomes of using such an approach are a richer understanding, more insightful analysis, and development of sophisticated theories of government IT policies, organizational computerisation and their relationships.
