Opening up the east European and Asian economies provides new opportunities for OR, especially as they need to make large scale infrastructure investments, traditionally fertile ground for Operational Research OR techniques. This paper describes aspects of a project to design new banking systems for China, in particular focusing on some of the process issues that were involved.
