The problem of development planning of an industry is formulated in the shape of a dynamic mathematical programming problem, specified for the case of lignite mining. The programming minimizes total investment cost under certian deterministic state transition constraints. A branch and bound type procedure is developed for optimization of the objective function. This procedure is implemented within a decision support system which features also assessment of user-defined solutions, graphical display and database functions.
