Commercial building owners and managers often face the challenge of selecting the appropriate combination of voluntary and mandated programs for commercial building energy efficiency. Using a mixed‐method, both quantitative and qualitative approach, this study finds that barriers to energy efficiency can be interpreted as strategic drivers for the emergence of five forms of voluntary and mandated program forms. We argue that the links between energy efficiency programs in commercial buildings should be conceptualized in a comprehensive manner by evaluating the strategic drivers that have ultimately led to the emergence of the principal forms of voluntary programs:
