Many occupants of multi‐family dwellings do not pay directly for electricity or heat. The resulting ‘split incentives’ impact the efficiency of energy use. Canadian survey data from 2003 suggest that these impacts are often significant. Households who do not directly pay for heat opt for increased thermal comfort. Policy designers should consider especially targeting these households.
