We review CCS development status and gap between developed and developing word. We investigate stakeholder perceptions of diffusing CCS to China. We argue technology transfer should enhance developing countries' endogenous capabilities. We propose a four‐pronged approach to the transfer of CCS technologies. We propose concrete enhanced actions to promote CCS technology transfer.
