Although the Writer strongly believes that the Authors have reached the very best solutions, he thinks that some details of the paper are worth of a few comments and questions. As a matter of fact, the Writer is personally concerned as his own benchmarks for this problem–from his PhD. dissertation of 1994–have been at last improved by those of the Authors.
