We consider admission control policies for multiclass loss networks. Polices are based on prioritizing classes via thresholding and reservation. The work is motivated by recent reforms for secondary provision of radio spectrum. We show that the equilibrium network state for each policy is a Markov Random Field. Our results reduce the computational complexity of revenue calculation.
