Appraising any investment requires reliable quantification of the costs and benefits associated with the project. This paper addresses the measurement of the value of investment in design in electronic industries. It discusses a staged approach to the measurement of costs and benefits within the design activity itself and resulting from changes in downstream activities in manufacturing and test. It considers the problems of estimating revenues resulting from strategic implications of investment in design and suggests a possible approach to evaluating those benefits difficult to quantify.
