An interactive decisionmaking framework is presented that evolved during a study geared at smoothly introducing new technologies to replace processes in a complex environment that defied comprehensive mathematical representation. This paper presents a brief background of the problem, and a description of the interactive structure and the mathematics underlying the decisionmaking framework. The present specific findings are reserved to a subsequent paper. Suffice it to say that the development and evaluation efforts were successful. The methodological framework presented here only approximates what was actually used. If a similar study had to be done again, the framework would be used more closely.
