The objective of this paper is to highly enhance the quality of software and to reduce its cost on the basis of the results of this analysis, which intends to make factors clear that influence on a software quality in a programming environment. In this paper, we show how attributes of a program, a human relation and an organization in the software development influence on the software quality by analyzing empirical data of the software development. We have built a model estimating the number of bugs in software by means of a fuzzy regression model.
