Abstract:

Besides literature review, the survey by questionnaire and the analysis of quantitative data were carried out in the study. The study proposed the following several countermeasures and suggestions at the management of brain drain, such as (a) to enhance the standardization of the personnel employment of enterprises, (b) to get done with the reward and welfare management task, (c) to enhance the programming and exploiting of the personnel's occupational career, (d) to enhance the legislations and regulations of the demission of personnel in order to reduce the losses of both technical and business secret leaking, (e) to shape the management culture of ‘personnel are the first asset’ in enterprises, (f) to enhance the division of labor, cooperation and coordination of personnel, and (g) to gain the support and assistance of the personnel's family.
