In the urban traffic network design problems, the links which will be added or improved have grade choice. In this paper, a more practical new bilevel programming model of equilibrium network design and particle swarm optimization algorithm is proposed. A simple numerical example is presented. The numerical results show that the algorithm has the characteristics of simple compute and fast convergence speed.
