Does operations research address strategy?

Several recent comments published by leading operations researchers leave the impression that Operational Research OR does not address strategic business or government issues and, furthermore, that the field would have to develop new analysis methods to address these issues. In fact, however, many Operational Research OR practitioners are addressing strategic issues these days, and the failure of Operational Research OR commentators to recognize this explicitly carries dangers for the future development of the field.
