A two-phase data envelopment analysis model is composed of two models, nonradial DEA model and DEA (C2GS2). The effectiveness of the Decision Making Units (DMUs) with k independent subsystems is ranked into two sets to evaluate, i.e. efficient set and inefficient set. Then efficient DMUs are ranked according to the sum of weights of efficiency indexes of the subsystems under consideration. The method reflects the effect of subsystems on the efficiency of DMU so as to provide pointedly more detailed management information for performance. The two-phase data envelopment analysis model was used to evaluate and analyze the performance of pharmacy businesses enterprises in 26 provinces/cities in China, among which 10 business were ranked as efficient ones.
