In a global environment, with intense competition between companies, the innovation process, the technological development and the administration of intangible values are basic for competitiveness. Thus, this work presents a methodology for the establishment of rules to aid in the technological project priorities, which is the object of a case study from Petrobrás' Research Center. In this work, physical and cost information of R&D projects and customers' analysis were used, being important data to determine the criteria of project priority. Through future studies and researches to be developed, a new space is opened for the building of computational tools based on expert systems that can be useful in determining the priority of technology projects, generally with high risks and high reward, besides susceptible to a great number of external variables.
