Scheduling problem in emergency systems often takes “the earliest emergency start-time” as the optimal objective, which always results in excessive depots. From the points of cost and reliability, the fewer depots, the better. A bi-level optimization mathematical model based on the earliest emergency-start-time to minimize the number of depots is established, and an algorithm is proposed. Finally, an example illustrates that the model is rational and the algorithm is effective.
