This paper deals with the stochastic user equilibrium (SUE) conditions and SUE assignment problem in urban transportation networks with the help of utility theory. It has been proved that an SUE assignment problem can be formulated as a variational inequality (VI) problem under a weak assumption. In addition, the equivalent relationship among the variational inequality (VI) problem, the complementary problem and a convex programming is discussed. The case of elastic demand is also studied.
