This paper provides the details on and discusses the concepts of a software package (the INNOFINance) to assist the state and local planners in making alternative decisions on large-scale transport infrastructure project investments. The INNOFINance software is a special framework to deal with the financial and the socio-economic complex impacts of these types of projects with the help of its two modules (the useful cost-benefit analysis (CBA) module and the multicriterion analysis (MCA) module). To start with a kind of historical “bench mark,” the paper gives a short overview of the political and economical changes in Hungary to illustrate the necessity of the application of such a tool. After summarising the common trends and discussing the possible evaluation levels in the field of efficiency assessments, the authors present four applications analysed with the help of this software tool.
