From an engineering analysis of the character of urban traffic, this paper produces a dynamic multi-highway four-phase network model of such traffic and gives the multi-objective optimal property index with its constraints. Simultaneously, by applying genetic algorithms, the paper solves the multi-objective optimization. The simulation results demonstrate the feasibility of the program.
