This paper presents a kind of activity-based workflow modeling approach described by an extended-directed-graph, and proposes a heuristic dynamic implementation algorithm using artificial intelligence. The methodology proposed in the paper takes into account the resources, rules, time, and cost of processes in project implementation. Moreover, the workflow model and its implementing algorithm are integrated seamlessly, and all can be realized easily. At the end of the paper, an illustrative example is provided for understanding the implementation procedure.
