Through a critical area for improving competitiveness, manufacturing flexibility is rarely measured explicitly by managers nor included in formal goal setting and control systems. Here is a framework for measuring overall flexibility of plants in response to market shifts in volume or product types demanded. Such a measurement should be integrated into a firm’s strategy in the same way as quality, costs, and schedule appliance.
