This paper systematically analyzes the importance of journal selection and currently used methods for selecting journals. In order to overcome the disadvantages of each currently used method, a zero–one goal programming model for journal selection is presented when journal selection goals are conflicting and measured in incommensurable units, given the problem of which journals should be selected in a constrained environment. To illustrate the application of this model to journal selection, a university journal selection problem is developed and solved by computer. The result reveals the superiority of the proposed multi-objective linear programming model.
