In this paper, a new concept of the ‘finish-time membership function’ for activities in network planning is put forward and its two operators are discussed in consideration of the uncertainty of the duration of an activity. Further, an approach for calculating the safe float is given, by which the influence of the potential uncertainty in the entire network could be estimated systematically.
